Preheat your oven to 375°F (190°C). Line a baking sheet with parchment paper and set aside.
In a microwave-safe bowl, combine the shredded mozzarella cheese and cream cheese. Microwave in 30-second intervals, stirring in between, until the cheeses are melted and well combined.
In a separate bowl, whisk together the almond flour, baking powder, Italian seasoning, and garlic powder.
Add the dry ingredients to the melted cheese mixture and mix well until a dough forms. You may need to knead the dough with your hands to fully incorporate the ingredients.
Place the dough between two sheets of parchment paper and roll it out into a rectangle shape, about 1/4 inch thick.
Spread the low-carb pizza sauce evenly over the dough, leaving a small border around the edges.
Sprinkle the shredded mozzarella cheese and your desired toppings over the sauce.
Starting from one end, carefully roll the dough into a tight log, similar to a jelly roll.
Slice the log into 1-inch thick pieces and place them on the prepared baking sheet, cut side up.
Bake in the preheated oven for 12-15 minutes, or until the pizza rolls are golden and the cheese is melted.
Remove from the oven and let them cool slightly before serving.
